Suica cards will be available again in Tokyo from 1st September 2024! I’d recommend it as the easiest way to pay for your trains in Japan (for local trains and the metro).

So, if I still have one from last April, I assume it will still work?
When you add phone number for "my suica", is it ok if it's a non-Japanese phone number?
Thanks. Can you use credit card as of Sept to buy both the registered regular Suica and the Welcome Suica or is cash needed to purchase and to load money on either or both?

If you want to keep your card, then get a welcome Suica. Remember that the shortage was caused by tourist keeping and taking them home instead of returning them at the end of their trip.
