Can someone tell me what the Kanji characters on the license plate mean?

    多摩 – Tama district in a western part of Tokyo prefecture.
    さ- used to identifying different car categories such as rental car or not. I’m not sure what the sa さ means in this case.

    But this looks like one of those novelty plates you can get customized from US Amazon as I have never seen a rising sun plate in Japan.

    多摩 is the district that Yokota Air base cars are registered in so ask the owner if they were ever stationed there, they might be trying to emulate their old license plate for the fun of it.

    Tama. This plate is registered in the municipality of Tama.
