There are shops in the area where you can buy or rent kimonos and yukatas. There were surprisingly few foreigners in this video. I've seen other videos of Kawagoe that had lots of foreigners. All of the women that were wearing kimonos that I heard speak were speaking Japanese, but I've been in other parts of Japan with shrines and temples where half or more of the women wearing kimonos were speaking Chinese. I assume temples and shrines are a popular destination for Chinese tourists. They want to immerse themselves in the culture. I've seen them getting stamps in their little temple tour books from the different temples and shrines.
